Why does the spreadsheet cycle break?

What is a budget approval workflow?
A defined path a budget takes from input to approval: budget owners submit their numbers into a shared model, Finance and line management review and comment, an approver signs off, and every step is recorded. In most mid-market groups this happens through emailed spreadsheets, which is why nobody can say what stage the cycle is at without asking five people.

Do contributors outside Finance need to see the whole model?
